Seal of Biliteracy

Starting June 2013, the Huntington Beach Union High School district will award the State Seal of Biliteracy to students who can demonstrate a high level of proficiency in English and at least one other language. Assembly Bill 815 (Brownley) establishes the State Seal of Biliteracy to recognize students who are fluent in speaking, reading, an writing in English and another language. The State Seal will be affixed to the diploma of the pupils who earn the State Seal of Biliteracy. In addition, students will be recognized at graduation and senior awards ceremonies.

Requirements for obtaining the State Seal of Biliteracy:

      1. Obtain “Standard Met” 11th-grade CAASPP English-Language Arts, AND
      2. Pass all 4 years of English-Language Arts with of a 2.0 or better.
      3. English Language Learners must also score “Proficient” on the ELPAC.
      4. Complete a 4-year course of study in the World Language with a GPA of a 3.0 plus, OR
      5. Passing an AP Exam with a 3 or better the World Language OR
      6. Passing the SAT II foreign language examination with a score of 600 or higher OR
      7. Passing a district test at proficient level plus

      • Students who are NOT enrolled in a 4-year course of study in World Language must see Mrs. Prado for a Seal of Biliteracy Application.
      • Alternate assessment (Vietnamese speaking English Learners only, if unable to complete the sequence of Vietnamese Courses) Test will be administered at the District Office located at 5832 Bolsa Avenue, HB, 92649.  This criteria is reviewed by the school counselor.  Please contact Mrs. Prado if you will be taking the alternate assessment (Vietnamese only). 
      • Students will be recognized at graduation, senior awards, and a State Seal will be attached to their transcripts.
      • *Students who meet requirements 1-4 will NOT need to apply.
